The Single Market – a European instrument to face the challenges of globalisation

Such was the core statement of Mr Totyu MLADENOV, Minister for Labour and Social Policy of the Republic of Bulgaria, who, with Mr Lalko DULEVSKI, President of the Economic and Social Council of Bulgaria, attended the public hearing entitled "Bulgaria in the Single Market – Findings of Civil Society", which the Single Market Observatory (SMO) of the European Economic and Social Committee (EESC) held in Sofia on Friday 18 September 2009. The Economic and Social Council of Bulgaria plays a key role in reshaping the Bulgarian labour market and closely follows Community law whereby allowing for hands-on input from all relevant Bulgarian civil society organisations. The Single Market is a transposition into reality of the Member States’ common interests and destiny. However, a Single Labour Market has not yet been achieved due to many diverging national parameters. The Bulgarian business sector is very supportive of the government's action to reduce administrative burden for services and businesses, as well as tax burden, while it also introduced Impact Assessments. Liberalism should not water down the European social model. Economic freedoms should in no way have a negative impact on workers’ fundamental rights. The recognition of professional qualifications suffers from the disparity of national educational systems and requires a harmonised framework.

A number of Member States pressed economic interests that were not necessarily in line with the European Commission’s efforts in the social policy area. The new Commission needs to inquire into the “missing links” by involving all actors in order to submit a new package for 2020.

On the EESC side, Mr Bryan CASSIDY, Chair of the Section for the “Single Market, Production and Consumption”, raised a series of challenges which Bulgaria had to tackle efficiently, e.g. the quality of customs controls, which indeed had an impact on the quality of the European Single Market. Mr Jorge PEGADO LIZ, Chair of the Single Market Observatory, pointed at the fact that such encounters are a source of inspiration to improve the design of EU policies through interaction with civil society.
